The Pipeline Group specializes in public awareness programs for pipelines and underground utilities. We offer a turn-key, custom-designed right-of-way awareness program that will target those who live and work in the vicinity of your pipeline.
Our programs meet notification regulations found in Federal DOT Parts 192 and 195 and RP 1162 and excel at conveying the shared responsibility for public safely between the general public and the pipeline community.

- Determining The Right Size Of Your Audience - Discover Your "Universe."
You ask, "How many pipeline right-of-way awareness pieces should I mail?" To determine the precise size (number or count) of your right-of-way audience or "universe", we use the Integrated Pipeline Mapping Process shown to the left - a system that allows us to mate your pipeline engineered drawings or longitude/latitude data, with street, road, county, ZIP+4, and Carrier Route information into a single composite of the residences within the vicinity of your pipeline.
STEP 1 - DIGITIZE YOUR PIPELINE MAP
Provide us with map prints: We prefer either standard county maps (1" = 2 miles scale) with your pipeline drawn in place, or similarly scaled engineered drawings that indicate vital reference points such as streets or road intersection or provide us with digital information, ESRI Shapefiles NAD 83 is the preferred format. AutoCad files are acceptable if pipeline centerline is attributed. Latitude and longitude coordinates exported from GIS applications can also be utilized. We still prefer to have your engineered drawings to spot check for accuracy of the digitized information.
STEP 2 - OVERLAY PIPELINE MAP WITH STREETS/COUNTY LINES
The Pipeline Group will overlay your pipeline data with associated counties or parishes and associated streets and county roads to assure that the pipeline is accurately positioned.
STEP 3 - OVERLAY MAP COMPOSITE WITH POSTAL ROUTES
Now we overlay the pipeline positioning coordinates with postal routes: ZIP+4 Route and Carrier Route boundaries and merge with residential and businesses database lists. ZIP+4 Routes designate where a postal mail carrier walks or drives each day.
STEP 4 - PROCESS AND ANALYZE RIGHT-OF-WAY DATA
We identify key stakeholder audiences as defined by RP 1162 such as AFFECTED PUBLIC (Residents, Businesses and Farmers), SCHOOLS, EXCAVATORS, CONTRACTORS, EMERGENCY OFFICIALS, AND LOCAL PUBLIC OFFICIALS. Stakeholder audience lists are merged to produce a composite of the mailing areas covering the entire pipeline right-of-way.
Once processed, the stakeholder audience count is achieved, and a graphic of the affected ZIP+4 Routes and Carrier Routes is produced.
STEP 5 - ADDRESS AND MAIL
With the "universe" defined, it's on to mailing. The residential and businesses lists are automated, standardized to meet the U.S. Postal Service specifications and qualify for the lowest postage rates available.
The Pipeline Group operates its own in-house database management as well as addressing and mailing service in Midland, Texas.
